the Tenth Amendment to the U.S. Constitution states
quite simply that “The powers not delegated to the United States
by the Constitution, nor prohibited by it to the States, are reserved
to the States respectively, or to the people.”
Our Constitution was designed to limit the reach of
government into our daily lives but over time the Federal government
has encroached upon the States’ sovereignty through excessive mandates
and controls. Federal incentives have resulted in profligate spending
on welfare entitlements. The historic welfare reform of 1996 succeeded
in bringing about Ronald Reagan’s desire for returning responsibility
for basic welfare (Aid to Families with Dependent Children) to the
States and it has been an unqualified success! Now it is time to
expand this success by returning other welfare-related programs,
such as Medicaid, to the States.
